1918-33:  1/1 to 12/31  (1933 shortened to 10/31/1933; registrations issued

                         before 4/1/1933 received 2 months credit towards 1934)

1934-71:  11/1 to 10/31 (1971 extended to 11/15/1971)

1972-78:  11/16 to 11/15

Monthly Staggered Registration began 11/16/1978 for renewals,

expire "JAN 79" to "OCT 79", based on penultimate digit of plate:

1 = JAN, etc., to 0 = OCT.  JAN-JUN renewals had option to skip

to 1980 expiration.  New registrations since assigned same month

of next year starting with "JAN 79".
